No this is the Command and Conquer: Red Alert 2 Yuri's Revenge modded game called Mental Omega.
It is an amazing Mod strategy game

Some characters have a "Digimind" attire, which they will unlock after they have been evolved (Not yet available in the U.S. release) which changes their weapon/outfit appearance, increases their health, affection limit, skill progression etc.
I also noticed M4A1 has a secondary weapon (only noticeable by viewing the combat animations in the Index) but can only use it when her digimind attire has been unlocked.
As far as I know there are three evolution stages, the first one unlocks another skill, the second unlocks a new weapon, and the third unlocks a new outfit.
Not sure if M4A1 unlocks armor plates (I know M16 does because she's a tank class) but to the best of my knowledge probably not because she is damage oriented and her main focus is suppressing the enemy and finishing them off quickly.
