This is really nice, and besides what Silverpoot said, I think this is very well done. The chest hair is kind of awkward but I think you should make more! The ears are so cute!
Btw; I had a bad run in with Silver, and I think he is full of shit because he added several of my older, not so great dragons and didn't want to add my newer, better dragon. So I wouldn't take too much into account of what he says. Just felt like sharing.

I really do like the neck and jawline part, that I think was a success. However the ears feel paper thin, as they are laid on the neck like that, try to make them stand out on their own more with more structure. You might need to use a wire frame for this. The hair or whatever that is on it's chest looks kind of gross, like worms or algae or something, and I know there are better ways to simulate fur, like carving the shapes away from a bigger chunk, instead of trying to build it up like that. The eye and socket looks like it was pasted on, which doesn't seem to fit with the rest of the style of the sculpt. The texture you hacked into the skin is random and looks unfinished. Try to be more deliberate when rendering out things.

You did a great job with the base head and neck. However I feel its lacking with the eye, feathers on the neck and chest. Please detail more to complete the piece. Otherwise its looking very good.
AKA you are missing a lower eyelid and the Flat ridge on the edge that touches the eye. Example - [link]
Here is an example with one of my sculptures [link] You want to lay the Eye ball down first Then the lower eyelid and finally the upper eyelid. Blend the bottom corner of the eyelid into the skin on the muzzle.
And smoothe out the neck muscle closest to the cheek. It should flow smoothly without lumps.
