I use adobe animate cc, I mainly use tweening and the bone tool. The tail is the only part that is frame by frame.

Yeah! Pretty much, the bone tool adds "bones" to the shape/ art you've created and make segments that can be moved like how a bone works. It's pretty cool though it can dis figure the shape to look a little weird sometimes. ;w;
