Here's the thing:
The Human Seven, as of "Rainbow Rocks", are modelled after Jem and the Holograms. Each of the Human Seven is modelled after an Hologram or a Starlight, with Human Twilight Sparkle being modelled on Jem.
Rockout and the Rockettes (when I write them) are supposed to be a parody of Josie and the Pussycats (the rival franchise to "Jem and the Holograms"), with Rockout herself being a parody of Josie.
Rockout's agressive punk rock attitude and her desire to be expelled from school are meant as a sardonic send-up of the wholesome nature of "Josie and the Pussycats" as a whole (both the Archie comics and the Hanna Barbera cartoon show).
