Being deep in Mars gravity well, a modest elevator could be anchored at Phobos and with a healthy Oberth benefit, the elevator could sling payloads to Ceres as well as Earth.
Given a 3000 km elevator descending from Deimos and a 1000 km elevator ascending from Phobos, there exists a Zero Relative Velocity Transfer Orbit (ZRVTO) linking the elevators of the two moons. Deimos and Phobos could exchange payloads using practically zero propellent.
