It depends on a couple things. For the requested piece, you either have to own the piece or have permission from the original artist. If it's a piece you had commissioned, unless otherwise stated by the artist, you own the rights to do with it what you will. There are limitations to the software, so I'd have to see the image to consider if the request could even be done. Also, please note that I am currently not working on NSFW material.

That and the complexity of the animation you want. Something like Flutter (#91) (animated) I'd probably charge $20 to do. Whereas something like Twilight Sparkle the Wizard (animated) is a bit more complex so I'd charge $40. And then there's the new stuff I'm getting into with After Effects that would be more, but I'm not comfortable enough with that yet to offer it. Those would look like equumamici 's Into the Woods (Animated) or Somepony always needs our help (Animated)
