The Dedication of Stock Providers:
Stock Providers on DeviantART work to provide free or low cost stock for the community. They put in their own time at their own expense to provide quality stock for use by any Deviant (and often allow offsite use as well). Because of their generosity, time and expense, the very least anyone can do when using the stock is to Read the Rules and to Properly Credit the Stock Provider!
Credit is important. First of all, it shows respect for the stock artist; Secondly, when a Stock Provider is properly credited in the Artist Description at the same time the Deviation is submitted, then the Stock Artist will be notified via mentions. When the stock credits are typed in when editing later, then the mentions will not notify the Stocker.
HOW to Properly Credit the Stock Provider:
Type or copy/paste a Direct Link to the stock used into the Artist Description. Simply putting the stock provider's site name isn't sufficient. Why? Stock isn't always readily recognizable once edited, and it helps the Stock Provider to show others the stock that is available on his/her site. Even when using your own stock, at least put in the Artist Description you're using your own resources. It avoids confusion when submitting to groups that check resource links.
Core Members can use up to six (6) thumbs in the Artist Description; however, it works best to keep the thumbs at FIVE (5) until ALL the stocks and brushes are credited, because, for some reason, DeviantART's code won't allow another thumb to be pasted in order to be converted to a link after six thumbs have been placed into the Artist Description. So, to avoid issues, decide which five to use until all links have been included, then choose the sixth thumb. Also, it is best when using a thumb to provide a text link as well, in case the Core Membership runs out sometime in the future.
Non-Core Members must use links in the Artist Description, since using thumbs is a Core benefit.
Once the Deviation has been posted, notify the Stock Provider as per the Stock Provider's Rules (more about this below*). Rules may require notification in a comment of the stock or brush, via note or profile comment. If multiple stocks are used from a single Stock Provider, it may be okay to notify the Provider via Note explaining which stocks were used. Check the Provider's rules to be sure.

Read the Rules:
Since Stock Providers ARE so kind as to provide free or low-cost stock to the community, then the Rules of the Stock Artist should be read and followed. After all, the stock belongs to the Stock Provider. All Stock Artists have a right to create Rules as they see fit, as well as expecting the Rules to be followed.
Stock Providers have a varied way of publishing their Rules, whether the Rules are brief, have some restrictions or are restricted in several ways.
Stock Rules may be posted in a Journal, in a Profile Widget, in the Gallery Folder description or even in the Artist Description of the Stock Deviation.

I think a lot of people need to read this! I see so many obvious uses of the stocks of stock artists that I'm familiar with and then people haven't credited them for it at all. It doesn't take that long to just add some links and a devlink for the artist, and don't they deserve that considering they go out of their way to take pictures and such so you can use them for your art (for free/low cost as well?)

I agree. It doesn't take long to give proper stock credits. It is the least a user can do is to appreciate the stock provider.
You're right, stock artists go to a lot of expense to provide free or very low-cost resources, and they don't recover their costs, so they do deserve credit.

No one is taking this seriously. There's a plethora of users here in dA who edit and render drawings taken from pixiv, remove the signatures and never even mention the names of the original artists.
They write in description "credits go to respective owners." That's all.
They get thousands of watchers and faves and comments for their "work."

Oh, I hear that! It is so annoying to get a submission of a "manipulation" or "mixed media" piece, or even a "digital art" piece that obviously uses stocks that doesn't have one, single stock credit, nor states that one's own resources were used.
And, like you said, when people write "credits go to the respective owners", how in the world are we supposed to know who owns the original image?
People need to learn to respect the stock artist!

Anyone can copy it and repost. The news needs to get around. I vet every manipulation or mixed media piece (or anything using stock) before accepting into a group to make sure there are stock credits. No credits no acceptance!

I always list any stock I use, linking back to the stock,
and then I link to my art with a reply on the stock used.

It is good policy and common sense, but you wouldn't believe how many people don't credit stock providers. I will vet Deviations using stock for groups and way too often there aren't any stock credits. Those do not get accepted into the groups.
One time there was a contest that used one of my stocks. I didn't know it until someone notified me of the stock use. I clicked on it to fave and saw it was for a contest. I linked to the contest and realized my stock was one of the required ones. Then, I checked the entries and realized most of the entrants hadn't let me know of the stock use. No one HAS to notify me of the use, but I am more than happy to fave it.
Sometimes I will Google my screen name and find stock uses that way.
