Necrons are the second best for me in W40K
As for me, Warhammer is more of steampunk sci-fi than of fantasy sci-fi..
But if you tried it with fantsy - dude, you succeded!

necrons allying eldar? impossible. the only real chance of them working to a common goal is eldar using the necrons to lauch their pylons against chaos.
steampunk? orly? the only steampunk thing there is the steam tank.

Maybe not only, but steam-punk influence is massive. It's not the steam that got to Warhammer. Steampunk itself usually incorporates medieval-fantasy with approximately WorldWar-I times technology and setting. Imperium has LOTS of stuff to remind WW-I times, especially Germany - mixed with medieval over-the-top gothic religious zeal, but in sci-fi setting. Chaos is rather close, but remained more medieval, less sci-fi.
Necrons, Orkz and Eldars are pure fantasy-sci-fi transfer, but it is done with unimaginable perfection and is the best forever. I doubt there will ever be cooler sci-fi orks, elves or undead.
Tau is 100% sci-fi.
I know that Necrons don't ally and don't anything except dealing death. And in that, what they most can't the least would be not do a bad job, always a good.
