Mind Contol Collar Guide: The collar freezes the Pokemons soul and makes the Pokemon be controled be who ever put the collar on the Pokemon. By simply thinking about what you want the Pokemon to do the Pokemon will do it. The Pokemon forgets everything when the collar is attached to the Pokemon. When the collar is put on to a Pokemon Light will shine from the Pokemon and you will hear the Pokemon scream as it transforms into its mind controled form. When the collar is removed the Pokemon will remember everything but the collar and what it does and the pain when the collar is put on.

Hmmm, I guess testing/an injection could make Ray like this, and the effects of his mind being under control could also turn him like this. The form kinda looks like a stronger version of his Hyper form, woldnt you say? XD
