Its an alphabet - any language can be written in runes.
They originated in Germany in about 500AD and spread across northern Europe, still being used in Scandinavia until about 200 years ago.
They were used for spells, memorial stones, identification marks, messages and business cards (traders would carve their name on a wooden stave and tuck it in with the merchandise).

Its the old English alphabet - or to be more correct the futhorc as it starts f u th o r c as opposed to a+b

what I meant was I could read it, it just didn't make sense to me, but thank you
is that the order the alphabet is supposed to go? if so, THAT I didn't know

In antiquity it was common for people to put the runes in this order on their possessions - maybe to help remember them or maybe for magic.
The order is almost always the same but the last two O and D change positions with one another. The English furthorc is longer with seven extra symbols on the end.

interesting, the books I found that had first introduced me to these letters had always placed them in english alphabetical order as in from a to z leaving gaps for letters that couldn't be filled

They probably thought that would be easier for modern readers. We use the Latin alphabet order which is totally different.
If you want a good rune book try An Introduction to Runelore by Steven Pollington - its one of the best and most concise.
