This is the Goddess of Death
The main theme that this book/comic/thing is based around is basically evil and how exactly one would define evil, or if it even exists.
When the God of Death was still a princess, she was one of the few that weren't content with their position in the palace of the Gods.
She often watched the humans from a distance, because back then, coming in contact with them was punishable by death. You must serve them, but no more than that.
Soon enough, however, she'd rather die than live in the Palace, serving the world for the rest of her life, so she gave her God given powers to a magician and, in return, he cast a spell on her that made her forget about ever being a God, and so she ran away to live as a human.
Now that she lived in the body of a human, it was difficult for any God to trace her, but after a few years of constant searching, they found her.
She was to be executed, but instead, her punishment was to gain back her powers and to be assigned the position of the God of Death. This meant that she was forced to be the one to bring suffering to the humans that she loved so dearly.
However, as the God of Death, it was difficult to control the destructive power that she held. She was put in a permanent state of dumbness, unable to think clearly, barely properly conscious. She was chained up and left in the forest. Any creature that came near would slowly begin to wither and die.
