Description For Photoshop versions 6 and up. I think you can get similar results using Elements as well.

Forgot to add. If you are using just one photograph instead of multiple photos, instead of extracting, just use the Lasso Tool to go around the edges of the figure then define your brush.

This tutorial has a wide variety of options. If you dont want to do a whole figure, you can do body parts. Or parts of objects. It's really endless.

I got a plug in for that, it does it all in one click of the button It offers freedom to adjust and do whatever you want to the layer with the motion blur as well...
