Notice the glowy-ness around both Leon and Rue. Especially Leon.

I guess Snow Cloak would make Leon still ok even in sub-zero environments covered with a layer of frost. So he's all glittering because of that. And the trail mist/glitter thing is because it's colder from up the top of the dome where he made the shadowball/icebeam explode to down where Rue is. So the trail appears when he falls back down to her.

Yes, Rue 's FREEZING, and glowing. But for someone who has the genes of a moronic father, who ran around snowpoint in nothing but a t-shirt and boxers, she'll survive.
