So, Goth is a shapeshifter that is able to sell her shapechanges. She mostly does so for fun-purposes rather than as super-powers.
And she has rules about responsible use....and she has rules about safe-use.
In this case, Hinata refused to take her clothes off before starting the TF....and chose a particularly bad TF to make that choice with....its an embarrassing consequence rather than life-altering, but oh well...

Save that Goth's TFs are cosmetic only, come with no personality change and are temporary (unless someone happens to get pregnant while transformed.)
Goth is a mix of nanotech and magic and uses Nanites infused with magic to shapechange. She just happens to be a fan of classic monsters. Due the nature of the change she can share by harvesting some of her own Nanites. So she sells it as a hyper-real costume.
