The Chaos Gods of W40k (as opposed to plain fantasy) have at least one galaxy full of highly emotional people to suckle off. Also, they can draw power directly from their portfolios: Khorne gets power every time blood is shed (including the blood of his own followers!), Nurgle gets power from decay and entropy, Tzeenech gets a high from the pursuit of knowledge (another reason why R&D is illegal in the Tech-Priesthood) and Slannesh... not sure.
So really they get power from negative emotions, which means anyone other than the Necrons or the Tyranids. (Warhammer is the top of my list of 'Fictional universes I really don't want to live in').

right, which falls under situational matters that put them up in the danger scale...as far as cosmic power goes, the fact they're dependent on sentient emotions puts them low on the list of cosmic entities...
still, the only things that I would imagine to be safe from them are Death and everything on the list above that.....

Interesting list.Β I thought, however, that Balrogs were creatures from the outer dark, like Tom Bombadil, rather than creations of Illuvatar.

I'm fairly certain they're maiar.Β The book does state that a fair number of maiar went with Sauron when he rebelled.Β Especially maiar related to fire.

IΒ also recall them being the Maiar who took to cloaking themselves in shadow and flame, and Tom Bombadil wasn't from the outer dark, he is stated to be the first born of the world and the books note he will likely to be the last as well.
