I don't think the inklings of Splatoon live underwater they live up on the surface. They used to live in the water, but they have evolved.

Pretty much the same case, used to but envolved to have human features. The Splatoon inkling resarch lab pretty much tells you, also Splatoon lore in a minute explain this to.
