I tried to make a Matt figure out of the douche-y Light with his shirt open... The goggles kept breaking and the sharpie rubbed off when I threw Matt/Light across the room in irritation TT^TT

Have you tried proper model paints, like the ones used for painting Warhammer figures? That could work.
And I reckon an elastic velcrobe strap with plastic lenses might work. Look in a toy store for toys which come with goggles, then if their strap won't fit, snip off the lenses and carefully glue them to the said elastic velcrobe strap.
