In fact, I mainly used myself of a mix of TF2 models. Let's go through it from the top down.

The hat is already in Gmod (that being if you have TF2 installed) and should be found in the workshop-folder. It is in fact the very same hat that my character Drake Houston (the sniper guy at the upper right corner of this picture) is wearing, but coloured in a crimson colour with this downloadable tool: steamcommunity.com/sharedfiles…

The face is that of TF2's Medic. What I did was to spawn a Medic model and make everything but the head invisible using a downloadable invisible tool as well as the sub-material tool.

I seemingly forgot how I made the hair, but I did use myself of a rib for that bang in front of his face, which I resized with the advanced bone tool: steamcommunity.com/sharedfiles…

For the body itself I used a colourable Spy model: steamcommunity.com/sharedfiles… which I coloured black and made his face invisible with the sub material tool.
The coat was from this, which I coloured red with the normal colour tool: steamcommunity.com/sharedfiles…

And the rest I have forgotten. Either way, it was a complex build of edited models that require some experience, trial and error and training.
