Description
For Photoshop Elements--I used Elements 3, but most are the same-ish.For a friend who has absolutely NO IDEA what she's doing.
To get started:
1. File>New>Blank File -OR- Ctrl+N
2. Click "OK"
3. Click on the Brush tool -OR- press "B" on your keyboard
4. Create a new layer by clicking on the button I've circled in blue.
5. Use the brush tool to draw!

I don't think PSE supports grouped layers. I usually make a blank layer and name it 'X anchor", x being whatever group you are wanting, and leave it unused. Then you can move all layer associated with it below your anchor layer to help keep things a bit more organized. I hope that helps! =^.^=
