Better question is, in a world where too much negative emotion gets your settlement wiped out by Grimm, why is a tribe of bandits even able or allowed to exist?Β Shouldn't they have been swiftly exterminated with overwhelming force when they first appeared?Β One of many plot holes.

probably in favor of keeping main hubs alive and defending them when comapired to the hundred or so fringe towns and communication delay. That and have you ever seen an unhappy bandit as the loot and rape?

Protecting main hubs is easy.Β They've got giant walls, defensive weapons, and so on.Β If defending the main hubs is so focused on, huntsmen would not exist when artillery would do better.Β Huntsmen exists to go out and protect settlements from Grimm.Β The bandits are different from Grimm only in that they do what they do because they choose to (making them worse and more evil than Grimm) and that they are human or faunus.Β Therefore, wiping them out is EXACTLY the sort of thing huntsmen exists to do and there are definitely enough of them.Β A tribe has only its own members, huntsmen are recruited from Remnant's entire population.

but there would be negative emotion caused by the people they loot or capture thus attracting grimm anyway whether the bandits themselves are happy or not. Also if a bandit gets killed or seriously wounded he wouldn't be happy.

for the unhappy people I think they know and use this to their advantage get what they want go and have grim clean up. As for the unhappy bandit, Well if Raven's mothering is to go by the weak die and or are purged so they arnt unhappy for very longΒ Β

Honestly all they would have to do is keep their negative emotions in check then kill. Once everything is done you leave the evidence for the Grimm to clean up. Just like that no Witnesses. So long as the bandits inside the camp don't start fights with each other they will survive just fine

No witnesses or evidence...except for all the bullet holes, clean cuts, looting, raping, etc.Β You know, the little, irrelevant things that totally don't indicate anything other than a Grimm attack.

Maybe Salem purposely holds back the Grimm and avoids the bandits because they help make her goal easier.Β Hey, she wants to kill everyone, the bandits DO kill everyone (directly or indirectly).Β She may as well leave them to it and enjoy the show.
