The year is 1793. King Louis XVI has kept his appointment with Madame Guillotine the previous year, and the Committee of Public Safety now controls France, dominated by Robespierre.

It is during this time that the counter revolutionary known as the Scarlet Pimpernel is active, rescuing aristocrats destined for execution and smuggling them across the channel to the safety of England.

Believing that the English are mocking France with these high profile rescues, Robespierre states, "As the aristos have fled justice, thus justice will decend upon them".

An operative is commisioned. Her brief is to travel to England, under the identity of a royal fleeing France. Her true identity, known only to the members of the Committee, is the Red Falcon. Her task, either to recapture escaped aristocrats, or to see the execution carried out.
