though if you compare their power levels 18 is much weaker than Gohan is. especially him in his Super Saiyan 2 form. 18 would have to have gotten one massive power boost by her growth in order to overpower a SSJ2 as just a Second Grade Super Saiyan (the form Vegeta used against Cell) is stronger than semiperfect cell.
