If Superman exists in Earth-1099 (the universe of Catwoman: Guardian of Gotham). Since no other superheroes are mentioned nor confirmed to exist.I imagine Catwoman's first encounter with Superman is like between him with Batman in The Man of Steel #3. Superman initially shows up in Gotham to arrest the supposed dangerous vigilante, until he realize Gotham is different and needs someone like Catwoman. Though he does warn her if she ever crosses a line, he'll come after her.
