He's an evil scientist that Captain America and Bucky fought in Captain America Comics #38 (1944). He claims that he, Cap and Bucky have been reincarnated several times and are mortal enemies. However, he seem to have perished in the fire, while swearing vengeance. It's unclear if he was telling the truth about their past lives or was just crazy, but one thing is for sure, it looked like he's died in the fire.

But what if he does return somehow? The idea of them being reincarnated over and over sounds very interesting. He could have been a recurring villain amongst Cap's rogues gallery. Maybe he shows up in the present day in a new clone body. He could be working for HYDRA. What if he was the one who masterminded Cap being a HYDRA agent? What if he was involved in the Winter Soldier project (even though HYDRA had no involvement with that in the comics)?
