Which tool do you use for drawing the comic panels and then put the together?

I'll actually be posting a gif or something that shows the progress of making a comic page, the way I do it anyway. Hopefully on Wednesday.
I use a program called Comic Life that makes it easy to plan out and position the panels. Then I copy and paste them into photoshop elements, and enhance the line quality. Then, still in photoshop, I sketch out the full page and work at it until it's done.
