Well, since Timmy's older now (and his parents still kinda treat him like he's 10), his relationship with Vicky has evolved a bit. While Vicky still garners pleasure from torturing the weak and scamming the gullible adults of Dimmsdale, years of being foiled by Timmy (and the fact that he's 17 years old now) has made her want to distance herself from Timmy as much as possible, even if for the sake of her "goodwill" she has to "look after" him. Plus, Timmy is a lot less scared of her now and will stand up to her nonsense more often than not. So, when Vicky shows up, she and Timmy elect to just do their own thing, avoiding interactions as much as possible. But if one party steps out of line for any reason, there will be heck to pay.
