Are tentakles made to walk or rape anime girls? - Nope, it uses it's tentacles to hold on stones or plants in case of strong current and holds itself on it's partner while sexual intercourses (maybe with anime girls... I dunno for sure...)
Is it suposed to look as cute? - Cuteness is in the eye of the beholder.
