The Rat King has been mentioned in loads of things; the two I know of is Maurice and His Educated Rodents and, on the other end of the scale, Teenage Mutant Ninja Turtles

Reminds me of something in a book I read where there was a species called "ratters" and they were lead by the "ratterking", which was basically a hivemind of rats with their tails knotted together.
