It's just the look on his face! It's so... so... manic.
He looks like someone's little brother coming down off a sugar rush; his cheeks are all flushed, and he's sweating a little, so he must have been all over the place...
That and his posture makes him look like he's pushing or shaking Kisame's shoulder, like a little brother who wants attention.
Really, that babbling in my last comment was all I could think to say that seemed... ridiculous enough to fit.
