How many years was this game gone through development? Did it surpassed Duke Nukem Forever?

I think it's hard to surpass DNF, which was almost fifteen years in development. The last Guardian was "only" nine years.

At least this game will be worth the wait... Duke Nukem Forever wasn't sadly, because I really like his games (Especially 3D and Manhattan Project)
