I think he is supposed to give a confession. 

He did something quite nasty that offended the royalty in the kingdom he lives in. Now they are mad and want him to admit to what he did. If he confesses, the torture will stop and he'll have to sign a legal document saying he did it.

The next stop for him though upon admission will be the village stocks where he'll be at the mercy of village goers.

Because in this kingdom, they don't believe in painful torture. Tickling is a psychological torture more than it is physical.
