Actually.
Toshiro could no longer even feel the presence of his sword's spirit after bankai was stolen.
Hence, he cannot access even the basic shikai attacks.
Also, Toshiro was talking about his bankai. The claw quincy used his bankai against him and it started to melt away after Zanka No Tachi's release....

Exactly man, I'm playing off the fact that Toshiro couldn't even talk to Hyourinmaru, which I felt was weird, since Chojiro was since still using his shikai when he died. The next page will explain more!
