Zechs from GW? That's certainly his long, lovely, (and well-colored) hair, but I'm confused on the tattoo on his back. It's a beautiful piece, very mysterious. I'm guessing Zechs because he asked for the name "Wind" in the GW movie Endless Waltz.

Vega is a fighting character from the Nintendo/Super Nintendo game system, Street Fighter from the 90's. ^____^ He was a vain Spaniard who wore a mask to protect his face when fighting and used claws as his choice of weapon.
