Captain Valrossa, of the privateer ship Arai Rook. Although he has letters of marque, the issuing party is not authorized, it's merely his co-conspirator in an attempt to raid an Elder Evil. The party ends up on his ship as he presents himself as a loyal servant of the crown, but they eventually discover he's insane and single-minded. He's a gun mage, able to fire his spells through his weapons.
