Two things I've come across in a similar vein:
"If you are found smoking in this area, it will be assumed that you are on fire, and appropriate measures will be taken..."
"Smoking causes cancer, emphysema, and various other life threatening illnesses. If one is smoking in this area, it will be taken as assault with a deadly weapon. Appropriate actions will be taken."
