On a tropical ocean world, dry land is at a premium and thus left to only the most critical necessities. Living communities are not considered critically important for space on dry land. So, living spaces have moved to the undersea realm. Collected into "arks" (small cities), these communities support a few thousand people each, some larger than others. This is a small ark that supports only 2,500 people. Contrast that to the equatorially-located enormous Ark 12 which supports just over one million.
