Mutant Ninja Turtle Gang?Β Sounds close to the Crooked Ninja Turtle Gang from the Fred Wolf cartoon.

The Crooked Ninja Turtle Gang appeared in the 6th episode of the original series, "The Return of the Shredder."Β Krang wouldn't allow Shredder any help to defeat the Turtles, so he had to recruit his own bunch of rouges from a local dojo in hopes of giving the Turtles a bad name and forcing a confrontation.

The Fred Wolf cartoon is the first TMNT cartoon released sometime in the mid-1980's.Β In that show, the Crooked Ninja Turtle Gang appeared in the first episode of season 2, where they were human members of a dojo enlisted by Shredder to frame the Turtles for committing crimes while wearing costumes that look just like them.
