Reminds me of the classic moment when a hero is standing on top of a mountain, spreading their arms and yelling something like:''Freedom!'' but thanks to the cool lighting and the bright and outstanding colors in the background, this looks pretty modern. In addition, the dynamic color lines go perfectly together with the windy feeling here. I sure don't see backgrounds like that very often. 
I would also like to mention that her mouth and eyes are shaded in an impressive way. She really seems to be enjoying the moment without any worries on her mind.
