These two are pretty much the same character, the second born evil son of an all powerful overlord who hates their laid back older brother and both of them are firebenders, oh the irony

I like Father more than Ozai, but I believe Ozai is all around more powerful.

Ozai is a superior fighter, where as Father has much better control over fire and may be fireproof.

Not really, Ozai has shown to throw around bursts of flame, but those can dissipate. Father can actually shape the fire he produces and keep it going for as long as he wishes. Father can cover himself in fire and even turn into a fireball hot enough to melt through stone.

The difference is can dissipate, not will dissipate. Whether or not they dissipate comes down to whether or not he believes he needs to keep them around.
