Riku was a young hacker who went to university with Maddo and Hana, often offering to troubleshoot their programs for fun. When he learned about the Sclash Driver technology and what the government was planning to use it for, he stole the designs and the completed Torikera Sclash Jelly and sought out his old friends. After having them complete the Driver for him, he agreed to use it knowing how dangerous it could be, taking on the mantle of Kamen Rider Horns.

Horns is a powerful juggernaut, capable of powerful attacks and strong defense. He has two bucklers mounted on his forearms, which allow him to block most blows. They can also project gel into the shape of a curved horn to increase the damage of his punches, or into the crest of a triceratops for boosted defense. He is capable of using single Full Bottles in his Driver to borrow a lesser version of their power.

SCRAP BREAK!
By striking the lever on his Driver, Horns becomes enveloped in green crackling energy, which takes the form of a large triceratops head. Horns charges towards his foe, delivering a double punch and a knee strike ,accompanied by the construct's horns.
