Back when I first drew Sailor Uranus I had so much fun that I decided "What's Uranus without Neptune" so I made this accompaning sketch, also near 1998-2000. So here it is Sailor Neptune done in a comic style layout I put together, using her powers.It always looked like it came out better to me, than my Sailor Uranus... which kinda bugged me then, since I took so much more time on the pic of Uranus, lol.
Sketch in regular school pencil, switch it to blue tone recently just for fun.
