Description
Based on various skates and phantoms. These guys were Electric/Water for a very long time, but I feel like Gamefreak is really moving away from having water-based creatures actually be water-type. And I admit, at first I was like, "Pfft, that's dumb. Stunfisk and Inkay should definitely be water-type." But at some point, I learnt to embrace it. And I'm liking the mental image of a Rajaray just floating upright, lit up like a watery phantom down in the dark depths of the ocean at night.

NEW MOVE:
SCINTILLATE: Electric-Type Status Move. PP: 10. The User emits a series of blinding flashes. This harshly lowers the target's Accuracy by 2 stages. (It's basically a stronger version of Flash.)
