I have this silly little head canon in my head due to somethings I learned about how Takeshi Shudo the creator of the Anime or at least that universe viewed the world one of these being Ten is considered adult and you can get your license is that Gary got his and Ash got his permit but right before he could get it they changed the law and while Gary could keep his license Ash and any other poor soul with a permit had it become Null and void
