Cuz he already had DNA of all Z fighters, plus some villains like Frieza. Also, don't forget his obsession was to become perfect, which was only possible by absorbing 17 and 18. He even mentions it that the main reason he went to the past was to be able to absorb them, since he comes from the timeline where Trunks actually kills 17 and 18. The whole multiverse thing DBZ had going on was confusing as hell, so is normal to miss some points lol

Yeah, theoretically, when Krillin destroyed Cell in his test tube in the lab (at least in the comic), that should have erased Cell from existence.
The reason Marty Mcfly in "Back to The Future" was so desperate to get his mom and dad together in the past, so he wouldn't be erased from existence.
