hmm....the "charm women" effect of Debonair does seem to count as mind control of a sort....and Deb DID say the TF was reversible(though he could have just been sweet talking)  It'd be interesting if anything happened to cancel/reverse the mental or physical effects.  Though considering the wreckage of Lord Tempest's initial appearance, i suspect Deb might get away with a slap on the wrists...coupled with a healthy fear of him doing something similar to THEM.   (unless of course a properly canny villain was behind it all, in which case it wouldn't take too much propaganda to turn popular opinion against him, i think  .Control-oriented powers have always been a handy panic button)
