It's a port of Hyrule Warriors to the 3DS. It's gonna have a new story segment for the new Windwaker characters (Toon Link, Tetra, and King of Red Lions/Hyrule) and will also include new characters Skull Kid and Linkle. All of the previous DLC (Midna, Young Link, Tingle, etc.) will already be unlocked, and all of the new characters can be transferred back to the Wii U version (and it sounds like they'll be standard DLC if you don't pick up the 3DS version).
