LOL, that was a "Five Faces of Darkness" gaffe where it clearly shows Jazz winning a race and the announcer declares the winner "Munka Spanka of the Arganon System". You could assume that it was some Special Olympics for Robots and the last place was declared winner, but Jazz promptly cheers for winning. Personally I get Meister, as a reference to his Japanese name and initial American re-release; but I have no idea where "Coolsville" came from unless Jazz went through a phase of being hooked on "A Pup Named Scooby Doo"

The G1 cartoon series was dubbed in my native language (Indonesian) here, and apparently the dubber changed Munka Spanka for something else (I don't remember...). I got it, Coolsville is Scooby's hometown, right?

Why would "non-fans" even be reading this? The "everyday readers" you speak of are Transformers fans and if they didn't get the joke then they could research it to learn more. Learning is fun, especially if it's about something you love.

this is one of the reasons why bay's transformers movie succeeded, because of its accessibility, but who cares what i say, this one is easily one of the most faved!

Actually it succeeded because it was the first time a LOT of people had even heard of TFs, and moreso the first time they paid attention. It's like having only one candidate run for president and saying that's a good choice. What's the alternative? Nothing. What was the alternative to Bayformers? Nothing.
