Parallax defeated The Spectre, which is near omnipotent

So is Galactus. Only with an infinite source of Cosmic Power compared to the Spectre's abilities being weaken the more extreme the magic he uses.

A small percentage of Galactus's power can make anyone go toe to toe with Superman. Heck, in crossovers, he took Darkseid's Omega Blast at his weakest and had nothing done to him while another had him enslaving Superman to be his herald.

And yet couldn't to Batman. Because Batman understands fear. Galactus has no fear other than the Ultimate Nullifier, which Parallax wouldn't know about. And powerful psychics were unable to read Galactus's mind while normal ones could against a Guardian or the Spectre (because of his Human host.)

The Spectre turned a guy's hand to coal, unleashed Hell itself by freezing it and is the Wrath of God. I'm pretty sure he's stronger than Galactus

His host holds him back because he needs a fair judge to use such power. With that logic, he would be powerless against Galactus because he is a force of nature. Judging Galactus would be like judging a tsunami or an earthquake. The Spectre would be powerless against him. And if the battle is at their strongest, Galactus wouldn't even be effected by spells. In fact, considering Galactus is used to fix the balance between Eternity and Death, the Spectre can't touch him at all because he provides a need. This is why the Spectre was unable to kill Darkseid (for some reason according to the Source Wall).
Galactus on the other hand, has the ability to build his own Ultimate Nullifier which can not only completely eliminate any target the wielder chooses but also erase entire timelines, and he could pretty much wipe out the DC Universe in its entirety. Not to mention the Cosmic Power can pretty much do anything the Spectre can do without limits.
So I take it you gave up trying to defend Parallax. I don't blame you. In both Crossovers they had Galactus easily over power Darkseid in one and Superman in the other. While Parallax has taken over the Spectre, he did so via the human host.

Despite rooting for him, your argument is going towards the Spectre who Parallax only beaten because of the Human Host. If Spectre wasn't being held back, would Parallax be able to beat him?
Ghost Rider brought down Galactus only in the cartoon universe when he was very hungry. In comics, as far as I have found, the two have never met. Besides, Galactus has never destroyed planets because he wanted to willy nilly, just out of necessity to feed. Depending on the Herald, he could eat planets that have no life on them and would still be satisfied. Add to that a good number of them see him as something to be worshiped and you have a lot less than the Billion Billion the cartoon used.
As for why he is needed, think of it like a construction and demolition crew. How could a construction crew build new buildings if the old ones are still there. Thus a need for a demolition crew. Galactus is like Death, a concept that you want to stop but you can't because it is needed. Remember, the Spectre can only do things the the Presence (DC's One Above All) allows him to. That's why he can't kill Darkseid (for some stupid reason). Galactus has essentially the same destructive abilities the Spectre has without the limitation of a Human Host or the rules he has to follow.
But going on a tangent, if Death Battle ever does a match with the Spectre, I'll be ready to give them the research thanks to this debate.

Beings that have simple concepts of fear. The Guardians are afraid of the disorder the universe has. Even contemplating ways to deal with the other lantern colors. Even hiding secrets from one another. Parallax needs fear to be a threat to his opponent. If they can overcome it, he'll be a big target for them. And for Galactus, that fear is something unattainable to Parallax.

Pretty threatening, except for the fact Galactus could take away the Surfer's powers anytime he wants. Too boot, Surfer's powers are only a fraction of Galactus's abilities. Anything Surfer can do, Galactus can do and more.
Parallax is not that good of a villain on its own. That's why the Sinestro Corp were trying to get Kyle Reyner (when he was Ion) to be the host of Parallax during the Sinestro Wars.
