Oh no!Β Cimorene would never have offered to hug the dragon.Β She would have been properly polite, provided a cherries jubilee made from scratch as an example of her skills, and offered to be its chief cook and librarian with the side hustle of chasing off those pesky knights that come around its lair herself.

That might be true, but clearly it has no trust in humans after a long history of being attacked by humans. You have to earn its trust slowly, let it see you are leaving it gifts (assuming dragons are actually more mammalian than reptile as some suspect) it should gradually learn to trust you and not equate you as a food source at the same time *never feed wild reptiles they don't mentally separate these* (PS: don't feed wild animals period).
anyway, the dragon should over time gain some trust with you, and in time it might start to come to you, let you touch it, pet it, and then when it nudges against you the sign it is ready for a hug.
the trick is letting the dragon decide.
