Considering the sheer amounts of increasingly ridiculous creatures created as miscellaneous monster manual filler material, there's probably already a Lactose Elemental and as we know, dragons will attempt to hybridize with anything , so there's probably already rules for a dragon made entirely out of magically animated cheese somewhere.
